Always start with a template. We can highly recommend @lexingtonthemes made by @Mike_Andreuzza. This will literally save you days of work. There are both paid and free options and all of them are just amazing.

It took me about 5 seconds to put an order through on http://lexingtonthemes.com and have my downloads ready. Amazingly simple and easy to use.

I picked up the Profoliox template, that came with the bundle I purchased from LEXINGTON. I was really impressed with the look and feel of the template - quite minimalist but at the same time also expandable. The template is built on Astro and Tailwind CSS, excellent choices for building a static site that is composed of “Components”.

Michael has done an amazing job with all the themes. I'm a happy customer and Lexington Themes is my go-to whenever I want to build web pages. Even if you don't (want to) use Astro, you can just drop the components in your favorite framework and it'll just work. I mostly use Remix and these themes have been so helpful and saved me a ton of time. And there's no subscription! It's refreshing to pay for something and own it and also get lifetime updates. Lexington themes are worth every penny.
